Management Institutions

At the regional and subregional levels, FARA clearly emerges as the lead agency in agricultural research. FARA’s role will be complemented with the actions of the other CAADP Lead Pillar Institutions, in recognition that all the four CAADP Pillars are addressed and contributed to by the ASBP Components. There also exists a number of SROs, such as ASARECA, CORAF/WECARD, which act alone or in concert with FARA. These will serve as the substantive executing agencies.

Their roles will include the following:
• Chart programme of work
• Technical assistance to RECS to develop strategies for implementation at regional level
• Assist in selecting and providing guidance and support to implementing organizations
• Receive and analyze project reports and provide technical backstopping to on-going programme activities

At the same level there is opportunity to contract various agencies with regional competence to implement specific activities of the ASBP. These will be referred to as Contract Agencies. There will also be a group of agencies and institutions who would have subscribed to the ASBP as framework but operating outside the formalized programme modalities. These will be referred to as Subscribed Agencies What will be required of this group will be a requirement to notify the secretariat of their adoption of the framework, details of activities engaged in, outputs expected and periodically to inform the Secretariat of the progress of their activities.
