Implementing Institutions

Finally, at the national level, it is gratifying to note that in almost all African countries, the role of improved seeds has been recognized and seed development activities, to varying degrees of complexities and success, are on going in most countries. National seed programmes, being the totality of seed sector development activities in the country, will play the leading role in ASBP activities at National level. In some countries, the lead agency may be the Ministry of Agriculture itself. In others, the lead agency may be the National Seed Service or the Seed Development Agency or Seed Trade Association etc. , National seed programmes will be assisted to propose their operational implementers, based on the activities to be carried out in the country, the stage of seed development or the effectiveness of the various agencies

The roles of implementing agencies shall include the following:
• Participate in developing country, regional and continental level plans
• Conduct ASBP activities in line with mandates
• Share information
• Mobilize additional resources (e.g. co-funding)
